UPCL (Uttarakhand Power Corporation Limited) is the electricity distribution utility for the entire state of Uttarakhand, covering Dehradun, Haridwar, Rishikesh, Mussoorie, Nainital, Haldwani, Almora, Pithoragarh, Roorkee, Rudrapur and all 13 districts.
To file a complaint, call 1912 (24 hours) or toll-free 1800-180-5000. Email cgrf@upcl.org with your Consumer Number (on your electricity bill), division name, address and a description of the issue. Online complaints and bill payment are available at <a href="https://www.upcl.org" target="_blank" rel="noopener noreferrer">upcl.org</a>. Note the complaint reference number.
UPCL is regulated by <a href="https://uerc.gov.in" target="_blank" rel="noopener noreferrer">UERC (Uttarakhand Electricity Regulatory Commission)</a>. Billing disputes must receive a written reply within 15 days. Power restoration timelines are set under UERC supply code regulations.
If UPCL does not resolve satisfactorily, approach the UPCL Consumer Grievance Redressal Forum (CGRF) at upcl.org. Further escalation is to UERC at uerc.gov.in or the Electricity Ombudsman of Uttarakhand.
